Tired of poor service-or no service at all-from cable and telephone companies,a growing number of municipalities are considering building their own broadband networks.Some of these are small,unlicensed wireless systems.But others are more ambitious,treating broadband as a public utility,and using much of the same infrastructure used to provide other utilities.But,unlike private providers,local governments venturing into broadband can face a legal mine-field,and strong opposition from powerful interests.
