If you just read the headlines, news can confuse. Recent headlines reflecting on the proposed Bush Budget for FY 2004 sure confused me. In USA Today: "Small businesses poised to spend if Bush plan OK'd" That's great, I thought. The majority of this country's manufacturing companies, thousands of readers of this magazine, and most of the members of PMA will reap huge benefits, I thought. They'll be going out and buying new equipment thanks to much-needed and long-debated tax incentives for capital investments. Hooray. However, reading the article further, I quickly learned the bottom line here. Bush proposes to allow firms to increase the amount they can write off for stuff like fax machines (who wants to buy a new fax machine these days) and computers. What a tiny drop in a large bucket of need.
