Public and private vehicle fleets have long been targeted as anideal initial market for alternative fuel vehicle (AFVs). We examineseven widely accepted hypotheses regarding the potential fleet marketfor AFVs. The hypotheses are tested using data and informationcollected from focus group sessions, one-on-one Interviews with fleetoperators, and a large two-part survey administered to over 2700California fleets, as well As secondary sources. We find a largenumber of misconceptions by both flee operators and policymakers Thatlead to distorted expectations and ineffective policies regarding thepurchase and use of AFVs by fleets.
