During a project sponsored by the Canada-Ontario Flood Damage Reduction Program, an Expert System (ESY-WC) has been developed for selection of flood forecasting methods. This system interacts with the user to identify the characteristics of the forecasting situation and assign it a Watershed Category (WC). It then matches the watershed category with the attributes of available operational forcasting procedures. Employing weights input by the user, the candidate procedures are assigned a weighted rank and a recommended approach is presented. On-line documentation of over 30 specific forecasting models and methods is also included. Expert system technology was selected for the implementation of the method since it simplifies the use of over 20 tables of selection criteria contained in the original method. A micro-computer based expert system development package known as VP-Expert was used to create ESY-WC. This paper describes the expert system, its basis and its use.
