During 1999 and 2000, Minnesota's Office of Environmental Assistance (St. Paul) initiated an effort to learn more about the costs and barriers to recycling used electronic products. OEA, in partnership with Sony Electronics (Park Ridge, New Jersey), Waste Management-Asset Recovery Group (Houston), Panasonic (Seacacus, New Jersey) and the American Plastics Council (Arlington, Virginia), working closely with local communities and counties throughout Minnesota, developed a demonstration project to collect and recycle used electronics, creating the first large-scale, multi-stakeholder effort in North America to divert used electronics from municipal waste.
