It is suggested that the velocity fluctuations (which in the dynamo hypothesis provide the anomalous voltage) also provide the power loss from the ions and the electrons (via turbulent convection) and heat the ions (via ion viscosity) faster than they cool them. The proportional variation of the diffusion coefficient and the anomalous voltage, and the opposite variation of the ion and the electron temperature (by limiter insertion or tile removal at HBTX1B) are attributed to the variation of the strength of the velocity fluctuations which are assumed to be affected by the wall.
