Howard Kunreuther's and Erwann Michel-Kerjan's "People Get Ready" {Issues Fall 2011) reviews a number of critical challenges that undermine progress in making the United States more disaster-resilient, while the nation and the rest of the world seem to be entering an era of increasingly frequent and increasingly devastating catastrophes. Climate change is seen as a key factor in provoking weather-related disasters, particularly hurricanes and severe coastal storms. Just this year, many New England states experienced severe flooding from, of all things, a tropical storm that roared up the Atlantic coast, flrst manifesting itself as Hurricane Irene.
