In "Science Policy Tools: Time for an Update" {Issues, Fall 2011), Neu E Lane is correct in pointing out that our policies for managing science are in need of refurbishment, largely having been designed for a world that existed over a half-century ago. Perhaps the greatest change since that time has been characterized by Francis Cairncross, writing in The Economist, with the words "distance is dead." Ironically, this phenomenon, also known as globalization, was itself brought about by advancements in science and technology.
