The UNEP Regional Seas Programme (RSP) has evolved into an inter-national management regime with over 120 nations participating. It has resulted in the development or near development of eleven action plans which address a variety of coastal and water resource issues and problems. The RSP is described in terms of a typology of inherent programme facilitators and resistances. These positive and negative attributes are related to programme structure, United Nations affiliation, and the vagaries of international cooperation. Potential transfer of this management model to the Arctic Ocean is briefly addressed.
