Certain activities and safety procedures at construction sites require inspection and/or supervision by competent persons. Trenching and excavation work - both open-cut and trenchless - is dependent on these specialized employees because its highly technical nature, as well as its inherent hazards, require a greater level of training and experience than a normal worker would possess. Assigning one or more competent persons to each jobsite is not only a good practice, but also required by OSHA and state regulations.
