摘要

This report gives suggestions to sub-Saharan Africa regarding the implementation of the International Hydrographic Organisation's (IHO) Worldwide Electronic Navigational Chart Data Base (WEND) for Electronic Chart Display and Information Systems (ECDIS). The IHO, recognising the need to supply up-to-date navigational information to mariners at sea, proposes the establishment of a worldwide network of navigational information. This proposal is aimed at addressing the information needs of international shipping. The report examines the infrastructure requirement, the legal implications and the strategies for implementing a Regional ENC Coordinating Centre (RECC) in sub-Saharan Africa. The report begins by examining the limitations of the paper chart and the need for electronic charts. The requirements of ECDIS is commented upon and the elements of the legal regimes that are of particular importance to the implementation of RECC is discussed. The report concludes with a discussion on ways of limiting the liability of the Regional Centre to legal liabilities and proposes a Regional Centre for sub-Saharan Africa.
