Around twenty years ago I first met Lt. Commander Goh Slew Chong, RMN while visiting the Woodlands Naval Base in Singapore (at that time still the main base for ships of the Royal Malaysian Navy). Shortly after, Captain Goh took command of KD Mutiara, a newly commissioned hydrographic surveying vessel, and became Director of the RMN Hydrographic Directorate. Subsequent visits to Malaysia led to discussions with Captain Goh on hydrographic training assistance that Canada could provide which Malaysia urgently required in both public and private sectors. This approach was strongly supported in Malaysia by representatives of the private section such as Khoo Boo IChean of the Institution of Surveyors Malaysia (ISM).
