Preliminary findings from the Competition Commission's (CC) grocery market enquiry are unlikely to make a big difference to the way retailers operate, according to Packaging Federation chief executive Dick Searle. Searle said legislation with 'teeth' would be required to change a supply chain dominated by a number of major players, but the CC report would not provide much help.
