The new Mexican President intends to begin tendering the refinery in six packages no later than March, according to a Dec. 8 announcement. One of Andres Manuel Lopez Obrador (AMLO)'s campaign promises was to build an $8B, 340K-b/d refinery in Dos Bocas, Tabasco, that will process 22°API crude, like Mexico's heavy-sour Maya, which has a sulfur content of 3.3. The refinery is expected to have 17 processing plants as well as 93 storage tanks, and is expected to be built within three years. With links to both the Dos Bocas marine terminal and production sites in Campeche Sound and Tabasco Bay, it will have access to crude feedstocks as well as outlets for its output.
