With the depressed market for many recycled materials and the underdeveloped market for compost, a number of communities are concerned about the economic viability of their recycling programs. From a local government perspective, recycling requires additional expenditures for collecting and processing recyclable materials. Quite often, the revenues from the sale of these materials combined with the disposal cost savings don't fully offset the additional costs.
