The newest country in Africa's deputy minister of petroleum and mines stated, "We are keen to attract investors to develop a refinery to meet local and regional needs...this is one of our most important needs." On July 9, South Sudan became independent and took most of Sudan's reserves with it. Since it has little infrastructure, building a refinery might prove difficult in the war-shattered, impoverished country, though it will lessen dependence on Sudan.
