Indian aluminium alloy producers want the import duty on aluminium scrap to be reduced from the current level of 15 percent to 5 percent, to match a similar concession for primary aluminium producers. The Indian budget for the 2002-2003 fiscal year, while bringing down the import duty on primary aluminium from 25 percent to 15 percent, retained the import duty on scrap at 15 percent. Indian secondary producers claim that their ingot production of nearly 150,000 tpy has been affected by the present duty structure. Comparisons have been drawn with China, where the import duty on scrap is 1.5 percent while on metal it is 5 percent. In South Korea and Japan there is no import duty on scrap, while metal has duties imposed of 5 percent and 3 percent respectively.
