Australia's Senate rejected proposed legislation introducing an emissions trading scheme, dashing Prime Minister Kevin Rudd's hopes of having the laws in place before the UN-sponsored climate talks start in Copenhagen next week. The Upper House voted Wednesday 41- 33 to reject the bills after a last-minute decision on Tuesday by the main Opposition Liberal party to block the legislation, overturning an agreement it reached with the government last week to back agreed amendments that offered about A$7 billion (US$6.4 billion) more compensation to polluting industries (IOD Dec.2,p1).
