Despite an overall rebound in Chinese fuel oil demand this year, recent buying by independent refiners has been slack as margins have been crushed by high inventories, lower domestic prices and rising import costs. Beijing cut retail prices in September after what had been a sustained drop in the cost of crude, resulting in a 3% reduction in pump prices for gasoline and diesel (IOD Sep.30,p5). Independent refiners, which operate so-called teapot refiners that run fuel oil, have been hurt by the drop in retail prices while fuel oil prices have been on the rise.
