The building work to which this appeal relates comprises the first fit out of Unit 3 which is a two storey (ground and first floor) shell within a new retail development. The plan area of the shell is irregular but basically rectangular in shape. The submitted drawings are not dimensioned and have not been reproduced to scale. The areas of the ground and first floor respectively as stated on the drawings are 4657ft~2 and 3857ft~2, which in metric units are approximately 433m~2 and 359m~2. As acquired on leasehold the shell comprised a single escape stair to the left-rear of the accommodation but with no provision for customer access between the two floors. The principal access to the store is at ground floor level and opens off the Mall.
