This is from the inundation of many areas that will leach/ dilute most of any previously applied pre-emergence herbicide. Some PRE herbicides (DNAs, others) degrade more rapidly in anaerobic conditions. This is why you often experience more weed escapes (crabgrass, Poa annua), during wet conditions. Some leachable herbicides (triazines, Kerb and others) can be leached out of the upper inch of soil, which is where almost all of the small-seeded grasses germinate.
