Recent developments in New South Wales greyhound racing include a short-lived ban of the industry,followed by a ‘backflip’ on the decision, and the introduction of a new regulatory body, the GreyhoundWelfare and Integrity Commission (GWIC). In this paper, case study analysis is used to evaluate how andwhy power dynamics have shifted away from the animal welfare concerns that advised the formation ofGWIC, and fervently back towards industry interests. Using frameworks that unpack the concept of policysuccess, results show that policy initiatives have decentralised animal welfare to the benefit of keyindustry stakeholders, where causal issues are often left unaddressed. From here, recommendations aremade for the consideration of the NSW Government and GWIC, ensuring animal welfare is recentralised inregulatory efforts.
