摘要

The New York grid operator and the state's big transmission owners, in preparation for a technical conference in Washington are defending a proposal for long-term firm transmission rights that federal regulators have hesitated to approve. The New York Independent System Operator in January proposed a system of long-term rights that are meant to help stabilize power supplies and prices for load-serving entities. The Federal Energy Regulatory Commission required NYISO and the four other regional transmission organizations to propose ways of providing such rights, which were mandated by the Energy Policy Act of 2005.
