On July 27, 1994, a man in the Bronx was stabbed repeatedly in his apartment while speaking on the phone to a 911 dispatcher. During the call, which lasted several minutes, the victim gave his address followed by agonizing screams, a "long and protracted struggle" (Steinhauer, 1994), then silence. The police did arrive at the victim's apartment building, apparently in response to a neighbor's noise complaint, but they failed to investigate the apartment on the 17th floor where the vicious murder transpired. The victim was discovered three days later. This description suggests that a breakdown in communication between dispatchers and police may have been partly responsible for this tragedy.
