The idea of organizing QUITEL started in the laboratory of Prof. Bernard Pullman, on the third floor of the Institute of Biological Physical-Chemistry in Paris. This took place during an exchange of ideas betwen Professor Pullman and Professor Giuseppe Del Re. The topic of the conversation was about different evaluations of the role of theoretical chemistry in Italy, France, and countries such as England and the United States.
