The immediate issue having been settled, the post referendum debate can now get underway - and that debate will include agriculture and its future in the UK. Roger Dean has been looking at the background.In general terms, agriculture has been at the centre of a vigorous and sometimes acrimonious debate in the UK for the past seven decades.Lessons were not learned, it seems, in the wake of the 1914-18 conflict when the German U-boats came close to bringing the UK to its knees. There was little or no debate during the inter-war years as to the advisability of improving the UK's ability to feed itself from its own resources. As a result, the UK repeated its First World War experience at a great cost in blood and treasure. Thereafter, it seems, lessons were learned with the introduction of the Agricultural Act of 1947, a development supported by all political parties. This stated that the twin pillars upon which the Government's agricultural policy rested were stability and efficiency and that the method of providing stability was through 'guaranteed prices and assured markets'. The Act instituted annual price reviews together with fixed prices for the main crops - wheat, barley, oats rye, potatoes and sugar beet - for eighteen months ahead. Minimum prices for fatstock, milk and eggs were fixed for between two and four years ahead. Underlying all this was an agricultural expansion plan aimed to raise output from agriculture by 60 per cent over pre-war levels.
