On January 1, 2009, the National Association of Pipe Coating Applicators (NAPCA) experienced an event not seen for 30 years - a change in its Managing Director. By a unanimous vote of the NAPCA Board of Trustees, Merritt B. Chastain, III became only the third Managing Director in the association's 44 year history.
