Tucked into the Omnibus spending bill passed by Congress on Jan. 16 is a provisionrequiring the Federal Aviation Administration to initiate regulations addressinghelicopter noise and safety issues above Los Angeles within one year, unlessthe agency can demonstrate that the six voluntary measures it committed to take inMay 2013 have proven to be effective.
