The attempt by the OECD Steel Committee to achieve agreement on international subsidies remains in stalemate. An attempt to force talks to a conclusion by holding agenda-setting talks between high level trade ministers in mid-June will probably lead ultimately to the disputing parties agreeing to disagree. Differences seem to be irreconcilable. The US government has adopted a formal position opposing all subsidies, despite some rather dubious state interventions at home. The European Commission (EC) normally attacks steel subsidies with great vigour. Its latest move in this campaign was to launch an investigation on May 18 of aid given to the Huta Czestochowa plate mill in new member Poland while it is in the process of privatisation. Mills accepting aid that the EC has deemed unlawful have to repay in full. LNM, the preferred bidder for Huta Czestochowa, has said that it will not contest an EC ruling, but will treat any repayment required as part of the liabilities to be acquired with the company. The EC takes a different view of aid related specifically to expenditure on work aimed at achieving compliance with Kyoto emissions targets, which it feels should be permitted. The US government wants to outlaw this as well, but it not requiring any US industry to meet Kyoto targets.
