The U.S. House of Representatives approved sweeping legislation designed to reduce emissions of greenhouse gases through the imposition of a new economy-wide, cap-and-trade program, a top priority of the Obama administration. The "American Clean Energy and Security Act" (H.R. 2454), introduced by Reps. Henry Waxman (D-CA) and Ed Markey (D-MA), cleared the House on a vote of 219-212. That was four more votes than the minimum needed for passage. The vote was not supported by 44 Democrats.
