The Vale of Glamorgan County Borough Council has determined updated conditions in the first periodic review of an IDO permission that was the subject of an initial review in 1993-The proposed scheme of working envisaged the removal of the remaining reserves, estimated at 200,000 tonnes, from the upper two northern benches in two phases over three to four years.The council noted that the IDO permission covered only 3.5ha of an 8.2ha site and, therefore, the scope for environmental improvements was limited.The quarry faces were very close to the perimeter on all sides and there would be a deep body of water over much of the site when pumping stopped so that restoration choices were limited.The consultation responses and the lack of public response indicated to the council that the environmental impact was minimal The applicant submitted schedule of conditions that followed closely the conditions that had been in force since 1993 and the council considered these to be acceptable with the exception of the condition on blasting.The applicant proposed a maximum charge of 90kg but the council instead imposed a condition to ensure regular monitoring and to meet the requirements of guidance in MTAN1 in respect of vibration levels at sensitive properties.
