We are used to being told by economists that last year was bad, this year is likely to be much the same, next year there might be a bit of improvement but it will be five years before the outlook is markedly better. Politicians often see matters differently. In January 2009, Baroness Vadera (the then business minister) said she could see a few green shoots of economic recovery.
