Michelle Banks explained that the Government had received over 32,000 responses to the Planning White Paper and the 5 daughter documents. On 27 November 2007 the Government had published the Planning Reform Bill of which there were 3 major elements to the main section on major infrastructure and they were: National Policy statements, Independent Planning Commission, Preparation of Development Schemes for major projects, The first stage of preparation for the production of national policy statements for energy, water, transport and waste was to secure agreement about the process of preparation and approval.
