In September 1999 RMC Aggregates (Greater London) Ltd submitted an application for recycling plant to produce secondary aggregates and soils on land at Stanwell Quarry II. In 2000 Surrey CC resolved to grant planning permission and the application was forwarded to the Secretary of State, being a proposal which constituted inappropriate development in the Green Belt. The Secretary of State called in the application for a public inquiry to commence on 1 May 2002. On 16 April 2002 Brett Aggregates Ltd submitted two planning applications, one related to the Hithermoor Quarry site, and the other to Hithermoor Quarry and Stanwell Quarry. Both applications are for mineral extraction together with mineral processing including material from windfall operations, recycling of construction and demolition wastes together with concrete and tarmacadam production and restoration at Hithermoor to nature conservation, public access and agriculture. The application that included Stanwell Quarry also proposes to extract material from Stanwell to be processed at Hithermoor and to restore the Stanwell site to agriculture, garden and parkland using material from the recycling operation at Hithermoor Quarry.
