In March Essex CC considered a recommendation to adopt a formal Protocol for the Development and Regulation Committee particularly in relation to its consideration of planning applications, together with procedures to enable the public to attend and speak at its meetings.A growing number of local authorities have provision for the public to participate in a variety of committee meetings including those that handle planning applications. Consideration of public participation in Committee meetings also fits in the Council's Best Value Review and the issues raised by Article 6 of the Human Rights Act (which sets out an individual's right to a fair hearing).
