Three planning applications by RMC Aggregates relating to continuation and/or extension of minerals operations at Passenham Quarry were considered by Northamptonshire CC in April. The fist sought the modification of two conditions to allow for the continuation of extraction beyond the current expiry date of 18 May 2003, and for a variation of the phasing. This is directly linked to an application submitted to Milton Keynes Council for sand and gravel extraction on land to the east of the River Great Ouse. It was proposed that the extension area in Milton Keynes be accessed from Northamptonshire via an extension of the existing haul road and the provision of bailey bridges over the river. The processing plant, to which material would be brought back by dumper truck, would remain in Northamptonshire. It would take a further 12 years to complete the workings at the combined site and it was sought to extend the end date to May 2014. The site was originally permitted on appeal (see Mineral Planning Appeals in Great Britain 1992 p. 86). There were objections from Parish Councils, the Environment Agency, Stony Stratford Town Council, CPRE, and Friends of Passenham. Some 25 individual letters of objection were received from residents of Passenham and the nearby Stony Stratford area. Northamptonshire CC noted that no decision had been made by Milton Keynes Council but that the site was not included in the Milton Keynes Minerals Local Plan 2001-2011 Deposit Version (February 2003) and was therefore considered to be premature and should be refused.
