HortNZ has been involved in the development of water meter regulation for a very long time, and has committed substantial resource to ensuring the result is as practical as possible. HortNZ was a member of the water measuring devices implementation taskforce that was set up under the Labour Government's Sustainable Water Programme of Action. That programme targeted metering as a priority. At the time HortNZ was particularly opposed to metering because of the costs to the industry. However, if there was to be metering, we wanted to make sure the regulations were practical and took account of mobile plant, sharing and leasing of land, and the way that growers use water.
