The Food Safety and Standards Bill, 2005, now before a Parliamentary Standing Committee, is the latest in a series of recent initiatives that seek to diversify agriculture and encourage one of its vital complements, the food processing industry. Earlier this year, the Government had invited comments on a new draft food processing policy. These initiatives are highly relevant at this juncture when rising incomes, urbanization, and globalization have opened new vistas for agriculture diversification. Crop diversification, now viewed as a strategy to hedge price volatility, will succeed only if the non-traditional farm produce find acceptance. The linkage between the several diversification strategies therefore becomes apparent. With economic growth and a rise in disposable incomes, the consumption basket has changed. The food basket is more varied today with milk, fruits and vegetables, and poultry products taking their place along with cereals that once dominated it. All these and many other points outlined in the draft food processing policy go to make a case for a vibrant food processing industry, which is an important link in the food value chain. Recent policy initiatives ranging from the rural employment guarantee scheme to the promotion of micro-finance and self-help groups have a strong correlation to the growth of this segment.
