For free text messaging, maybe, but most messages are banned. Will falling prices sell these things? Automatic Identification Systems -- electronic units that monitor a vessel's movements and transmit that information to other vessels and shore-basedstations via VHF signals -- have been heralded as the best new safety gadget since radar. But so far, confusion about their use has been their most notable characteristic. In July, the U.S. Coast Guard published an interim rule indicating commercial vessels greater than 65 feet must have AIS units, especially those transiting vessel traffic service (VTS) areas, metropolitan port areas such as San Francisco, Puget Sound, Prince William Sound and Los Angeles. After much opposition, the Coast Guard dropped the carriage requirement for fishing vessels when it published the final rule in November.
