AFTER THE annus mirabilis that was 2005,Libya has come back to earth with a thud in 2006.The two competitive-bid licensing rounds launched last year succeeded in pulling in investment from blue-chip oil companies,many of which expected the country to sustain the momentum with an accelerated upstream and downstream investment programme this year.Instead,the oil sector has been plunged into confusion.The third instalment of National Oil Corporation's(NOC0exploration and production sharing agreement(Epsa-40licensing rounds,originally planned for March,failed to materialise amid rumours that the authorities were losing faith in the Epsa model.Frequent disagreements between the energy ministry,headed by Fathi bin Shet-wan,and NOC under Abdulla EI-Badri had deteriorated into a protracted battle for influence over the direction of energy policy.
