States can be laboratories of innovation and sometimes move ahead of the federal government in advancing environmental protections - California's Air Pollution Control Act preceded the initial federal Clean Air Act by more than 15 years. Today states are taking more actions than the federal government in a number of environmental areas, including chemical policy reform - from banning individual chemicals like bisphenol A to more comprehensive overhauls of chemical oversight.
