European governing institutions reopened their battle over the future European chemicals regime REACH(the Registration,Evaluation and Authorization of Chemicals)in discussions in the Parliament's environment committee July 12.Procedures around the authorization of substances,in particular the substitution principle,look set to be the major stumbling point in the regulation's second reading,with the Council and Commission stating there was little room for maneuver from what national ministers agreed to at the end of last year.
