EU member-states failed to reach a qualified majority either for or against cultivating a transgenic potato variety at a meeting earlier this month.Some 11 governments voted in favor of a European Commission proposal to authorize the biotech potatoes,which are produced by German chemicals giant BASF.The so-called"black"potatoes would only be used to make industrial starch - used,for example,in the production of paper - and would not be consumed as food.The commission is considering a separate request for the potatoes to be used for food and animal feed.
