Brazil's President Lula da Silva may soon bow to election year pressure from soybean producers and issue a permanent decree that would allow growers to plant contraband biotech soybean seeds with impunity.During the past two growing seasons,Lula has issued temporary decrees allowing Brazilian soybean farmers to plant non-certified soybean seeds in order to offset a shortfall in the supply of certified Roundup Ready seeds.Those decrees became politically charged,because they were subject to congressional debate and approval.
