This paper presents a framework for military strategy analysis and assessment, and provides an example of the framework in use on Rommel and the German North African campaign. The framework is developed in a checklist format. The name, E.S.P. is derived from the major analysis and assessment categories of Environment, Strategy, and Performance. The framework was developed for use not only as a tool for the study of historical military strategy, but for contemporary strategy study as well. (edc)
