The legal implications of the denial or revocation of security clearances are complex and controversial issues. Even knowledgeable constitutional scholars are not in full agreement over the minimal requirements of due process in clearance denials. This report presents three distinct analyses of the subject by three well-qualified attorneys. The similarities and differences in legal reasoning and their subsequent conclusions illuminate the central questions of due process and should inform the development of appropriate policy. Recent court decisions have been reproduced as appendices to provide a comprehensive reference. (fr)
