A model for stimulated Raman scattering in the atmosphere is described for the pure rotational transitions in N2. An empirical formula for the wavelength dependence of the Molecular Nitrogen polarizability anisotropy is derived from published measurements. The temperature and density dependence of the Raman linewidths were also measured in the laboratory. These results were then used to calculate the steady-state, plane wave Raman gain coefficient over the lower 100 km of the atmosphere. At sea level, the strongest lines have gain coefficients of 0.7 cc/km-MW for a Stokes laser wavelength of 350 nm.
