The purpose of this study is to select a methodology that will provide a screening mechanism with which project areas can be evaluated as to their comparative advantage to attract manufacturing entities. The method of analysis deemed most appropriate to accomplish the study's purpose will be selected, described and evaluated as to its applicability to the Corps of Engineers' projects. (Author)
