This report develops an approach to and identifies key issues in a comparative assessment of the ability of the US and USSR to recovery from a major catastrophe, such as a nuclear attack. Drawing on new approaches for the study of comparative economic systems now appearing in the literature, the analysis focuses on the decision-making functions that are required for economic activity to take place under any system. Salient features of the US and Soviet economies within the categories of the structural-functional method are discussed. Finally, major issues in comparative recovery analysis are identified and further steps in development of US/USSR net assessments of recovery potential are outlined. (Author)
