This memorandum focuses on the linkages between the Islamic nations and the Soviet Muslims, and how those linkages affect the relations between the Soviet Muslims and their own government, and between the Soviet government and the total international environment. The author concludes that the net result of these various linkages with Soviet Muslims is that foreign policy considerations constrain the Soviet Union's options in solving its internal political problems; therefore, Soviet foreign policy, particularly toward the Muslim world, must be carefully coordinated with internal policies in Soviet Central Asia.
